The changes to High-Low priority are the following: Gwen demoted, Galio-Swain Removed, Camille promoted, Akali-Udyr Added.
Rumble is often banned and toplaners need to fulfill the physical damage role for draft purposes. This is exactly why gwen priority keeps dropping (You could argue she is good into tanks but swaps and constant need to fight objectives limit her playability). In the same vain, there seems to be almost zero need for niche champions like Galio and Swain in the toplane.
On the other hand, Jax received a solid buff right before worlds and is sure to see play. Pros are looking into more potential answers (due to fearless). This is where Akali and Udyr enter the low priority status.
Camille received some alright buffs this patch which promote her into bottom of the high priority tier – Camille can answer picks like ambessa, aatrox or tanks, but she will struggle if blind picked when picks like Jax or Renekton are still available. In later fearless games she might be the perfect surprise factor when there is nothing left to hard counter her in lane.
